The low-flying Northern Harrier is common at the Ridgefield National Wildlife Refuge in SW Washington state.  This was taken Feb. 25, 2011, on a clear sunny day, with temperatures in the 20’s (F).  Taken with my Canon 7D, 1/3200, f5.6, ISO500, Canon 400mm f5.6L lens.
